The Office of Audit and Compliance (OAC) helps Howard University achieve its mission by providing oversight of the institutional compliance program as well as objective auditing and independent assurance. This helps to add value, reduce risks, and improve operations as a service to Howard Leadership and the Board of Trustees.

In addition to the Ethics & Compliance Hotline, Howard University provides other reporting avenues to address specific areas of concern. Please review the list of resources below to help determine the most appropriate reporting option for your specific concern(s).
University Reporting Resources
Emergencies
If you need to report an emergency, contact Howard University Department of Public Safety (DPS) at 202‑806‑1100 or your local emergency services at 9‑1‑1.
Supervisor or Management Concerns
When appropriate, faculty and staff are encouraged to speak with their supervisor or other responsible unit leadership first. However, if you do not feel comfortable reporting a particular concern to your supervisor (for example, if the concern involves supervisory personnel, presents a potential conflict of interest, or there is a concern about retaliation) the university provides multiple reporting avenues.
Ethics & Compliance Concerns
You can report ethics and compliance concerns 24 hours a day, 7 days a week, via the Ethics & Compliance Hotline (EthicsPoint), managed by a third-party provider, NAVEX Global, working in conjunction with the Office of Audit & Compliance (OAC). Reports may be submitted anonymously if preferred, either online or by calling 844-944-3408.
OAC responds to reports submitted to the Ethics & Compliance Hotline and will either directly address or investigate the complaint or refer it to the appropriate University office for review. You may also contact OAC directly via email at compliance@howard.edu.
Sex and Gender-Based Discrimination, Harassment & Violence
The Title IX Office responds to reports of sexual harassment, sexual assault, gender‑based discrimination, dating/domestic violence, stalking, sexual exploitation, prohibited consensual relationships, and related retaliation, as defined in the University’s Title IX Policy. Title IX reports can be submitted via the Title IX Incident Report Form. You may also contact the Title IX Office via email at titleix@howard.edu.
Individuals seeking confidential support services related to any of these issues, either in addition to or instead of formal reporting to the Title IX Office, can find a list of Confidential Resources on the Title IX Office website.
All Other Forms of Discrimination or Harassment
Concerns regarding any other forms of discrimination or harassment besides sex/gender—including race, disability, age, or religion—should be directed to the Equal Employment Opportunity (EEO) Office in the Office of Human Resources at eeo@howard.edu, in accordance with the University’s Nondiscrimination Policy.
Accessibility/Accommodations
Concerns or requests related to accessibility or reasonable accommodations should be directed to the appropriate university office, as follows:
- Students should contact the Office of Student Accessibility within the Office of Student Services in Student Affairs.
- Faculty and Staff should contact the Office of Human Resources’ Equal Employment Opportunity (EEO) Office.
Student Conduct
Non‑Title IX student misconduct concerns should be reported to the Office of Student Conduct & Community Standards in the Division of Student Affairs via the Student Conduct Incident Report Form. You may also contact Student Conduct at StudentConduct@Howard.eduor 202-806-6131.
Student Behaviorial & Wellness Concerns
Are you concerned about a student's behavior or wellness? Howard University’s Bison Intervention Team (BIT) is a cross-functional group designed to assess and respond to concerns and behaviors that hinder student success. This team mitigates and addresses student challenges by ensuring they are able to get the support and resources they need. You may report concerns about mental health, safety, family, and more using the BIT Reporting Form or by emailing bit@howard.edu.
Academic Grievances
Students wishing to file an academic grievance must follow the Student Academic Grievance Procedure.
Research Compliance
Concerns involving research integrity should be reported through the University’s Office of Regulatory Research Compliance (ORRC) at theorrc@howard.edu or 202-865-8597. ORRC is housed under the Office of the Provost and ensures that research at the University is conducted in accordance with federal, state, and local regulations and guidelines that protect human participants, animals, students, and staff involved with research.
Privacy & Data Incidents
The Office of Audit & Compliance (OAC) responds to privacy concerns, including matters related to protected health information under the HIPAA law and student education records protected under the FERPA law. Data privacy concerns can be sent to OAC at privacy@howard.edu.
Employee Relations/Personnel Matters
Workplace concerns or personnel issues should be directed to the Employee Relations team in the Office of Human Resources.
